New York Air-Source Heat Pump Rebates (ASHP Only)
1. NYS Clean Heat Program (Statewide – All Utilities)
Applicable: Yes
Covers all cold-climate air-source heat pumps installed as whole-home or partial-home systems.
Typical rebate range: $3,000–$10,000+, based on BTU capacity and whether fossil fuel heat is removed.
2. Con Edison Clean Heat (NYC + Westchester)
Applicable: Yes
Whole-home ASHP rebates with higher incentives in disadvantaged ZIP codes.
Typical: $4,000–$10,000.
3. Orange & Rockland Clean Heat
Applicable: Yes
ASHP rebates based on heating capacity and the degree of fossil-fuel removal.
Typical: $3,000–$6,000.
4. Central Hudson Clean Heat
Applicable: Yes
ASHP rebates between $500–$1,000 per 10,000 BTU depending on full conversion vs. hybrid system.
Typical total: $3,000–$8,000.
5. National Grid (Upstate NY)
Applicable: Yes
Follows statewide Clean Heat incentives for air-source heat pumps.
Typical rebates: Several thousand dollars depending on system size and conversion type.
6. NYSEG / RG&E Clean Heat
Applicable: Yes
Standard Clean Heat ASHP rebates.
Typical totals: $3,000–$7,500+ depending on BTU and design.
7. Municipal Electric Utilities (IEEP Program)
Applicable: Yes (only for muni-utility customers)
Some offer ASHP rebates ranging $100–$2,400.
8. NYSERDA EmPower+ (Income-Qualified)
Applicable: Yes (income-qualified only)
Provides up to ~$8,000 specifically for installing an air-source heat pump as part of home electrification.
9. Federal Tax Credit – 25C (Air-Source Heat Pumps)
